Foster care youth in Maryland who are enrolled as a candidate for an associate, bachelor’s degree or vocational certificate at a Maryland Public institution of higher education are eligible to have their tuition waived.
Education and Training Voucher Program
This federally-funded program offers current and former foster youth up to $5,000 a year for school-related expenses on a first-come first-served basis.

Transitioning Youth Resource Guide
CASA has developed a Transitioning Youth Resource Guide that provides information on a wide-range of community resource providers that can assist youth as they transition out of foster care to adulthood.
The Prince George’s County Ready By 21 program provides transitional resources and services to youth in foster care, starting at age 14 up until age 21, regardless of their permanency plan or placement type. The goal is to prepare youth for life after foster care and to assist them with making a successful transition to adulthood. This site provides resources on topics such as housing and employment opportunities.
Jim Casey Youth Opportunities Initiative
This initiative focuses on successful transitions to adulthood for older youth and provides a variety of resources and opportunities.
The US Department of Health and Human Services offers an array of information, resources and tips on assisting youth who are preparing to transition out of foster care and into independence. They have also compiled support services for youth transitioning out of foster care.

Joint Base Andrews Family Advocacy Program
Provides counseling and preventative services for active military families in crisis due to domestic violence and child abuse
Provides free mental healthcare to people who live or work in Maryland who cannot receive care from any other source. The Pro Bono Counseling Project links clients with therapists for counseling.
Community Advocates for Family and Youth
Provides court companionship, court education for victims, individual and group counseling, crisis intervention and case management. All services are available in Spanish.

Financial Assistance

There are several federal benefits programs that provide financial assistance to people living with disabilities:
- Social Security Disability Insurance (SSDI): SSDI supports individuals who are disabled and have a qualifying work history, either through their own employment or a family member
- Supplemental Security Income (SSI): SSI provides financial assistance to older adults and individuals with disabilities, regardless of age, with limited income and resources

Emergency Services
Substance Abuse
Alcoholics Anonymous (AA) is a long-standing self-help organization for people who want to stop drinking or using other drugs. AA uses a 12-step program based on a spiritual connection to a higher power (such as God) to help people overcome their addictions. Meetings are available in most communities at various times. Meetings can be “open” (for the person and his or her family) or “closed” (for the person only). Special groups for women, teens, and LGBTQ people are available in some areas.
Domestic Abuse and Sexual Assault
The Domestic Violence/Sexual Assault Center at Prince George’s County Hospital
Services include: crisis intervention, crisis and follow-up counseling, safety planning, danger assessment, referral services, and victim advocacy. DV/SAC also trains medical staff to ensure a caring and efficient domestic violence response. DV/SAC operates 24/7 and offers free services.

Provides emergency assistance for food, rent, utility bills, clothes, furniture and transportation.
Sowing Empowerment & Economic Development, Inc. (SEED)
Sowing Empowerment & Economic Development, Inc. (SEED) is a health and human services agency that provides food, clothing, education, and training, while promoting self-sufficiency and empowerment, directly to low- to moderate-income families and communities. SEED operates an emergency food distribution center and clothes closet, a K-8 public charter school, and a before and after school tutoring program, and is also a HUD-approved housing counseling agency.

United Communities Against Poverty, Inc.
Food, utilities and housing assistance for Prince George’s residents. United Communities Against Poverty (UCAP) offers various services and programs to assist low and moderate-income families with their bills. Emergency food and shelter, mortgage/rental/utility assistance, food pantry, job training, computer classes, and more are available. They have several locations and offices around the county.
Assistance ranges from free food to limited help with housing and other bills.
Bowie Interfaith Pantry & Emergency Aid Fund
Provides emergency food and financial assistance to residents of Bowie and Prince George’s County.
Provides food referrals, emergency transportation and home delivered meals to residents of Bowie, Crofton, and Mitchellville.
Elizabeth House/FISH of Laurel
Runs a food pantry and meal kitchen. Financial assistance may be available to provide direct financial assistance to Laurel residents for utilities (will pay up to $100 once a year only directly to the utility provider) and limited prescription assistance for Laurel residents.

Prince George’s County Public Schools Summer Meals
Prince George’s County provides free meals for people under 18 during the summer at different locations and times throughout the county with no enrollment or income requirements. Meals must be eaten on site.

Here’s help in finding low-income apartments in Prince George’s County as well as nonprofits that provide assistance with low-income housing needs.
Hundreds of young adults, 18 to 21, age out of foster care each year in Maryland. Many are soon homeless or forced to rely on public assistance. The Family Unification Program can help. A collaborative effort between the Maryland Department of Housing and Community Development and the Maryland Department of Human Resources, it provides vouchers to help youth obtain housing from private landlords, paying as little as 30 percent of their monthly adjusted gross income toward rent and utilities.

Maryland Independent Living Services are available to youth ages 14 to 21 in out-of-home placement and are designed to prepare youth to transition from foster care into self-sufficiency. Each of Maryland’s twenty-four local departments of social services has an Independent Living Coordinator (ILC). They assist youth and their caseworkers with all independent living services in housing, healthcare, education, employment, financial literacy, and social and emotional well being.
Maryland’s “Ready by 21” Program helps foster children 14 and older prepare for independence when they turn 21. Ready by 21 provides assistance with accessing education or training programs; finding and keeping a job; developing a supportive network of family and friends; finding housing; training to manage your own finances; and getting access to healthcare.

CASA volunteers of teenagers (17-20) should begin the process of incorporating independent living skills into their relationship and activities with the youth. This is an opportunity to practice life skills and explore the resources within the community.

A mental health first responder for those individuals or groups experiencing a mental health crisis. Emergency psychological assessment, intervention for individuals, family and community crisis events.
Although it typically assists persons with mental health, developmental disabilities, or substance abuse issues, it also helps individuals and families or communities overwhelmed in a situational crisis; such as a victim of crime, hostage situation, witness to violence.

This non-profit offers rental and utility assistance, eviction prevention services, and a food pantry to residents of the Beltsville, College Park and Adelphi area.
Department of Social Services Homelessness Prevention Program
Provides Counseling, information and referrals; Landlord and tenant mediation; Follow-up and linkages to other available resources; Ongoing community outreach and training through the Community Outreach Program (COP).
Laurel Advocacy and Referral Services (LARS)
They offer rent assistance for Laurel residents and help residents apply for heating and utility. They also run a crisis intervention program, a holiday assistance program, and a food pantry.
Maryland Energy Assistance Program
Provides limited assistance in paying bills. The Office of Home Energy Programs (OHEP) provides bill assistance to low-income households in the State of Maryland to make their energy costs more affordable and help with loss prevention and the restoration of home energy service. This includes the MEAP program.

American Academy of Child & Adolescent Psychiatry
The AACAP is dedicated to treating and improving the quality of life for children, adolescents, and families affected by these disorders. The AACAP also developed Facts for Families to provide concise and up-to-date information on issues that affect children, teenagers, and their families. Human Trafficking
National Human Trafficking Hotline
Children and youth in foster care are disproportionately victimized by human trafficking. Research has shown a direct connection between foster care and human trafficking. In particular, foster care youth who are out of placement or have aged-out are more likely to be recruited for human trafficking. Prince George’s County Human Trafficking Task Force has resources available to assist with identifying and reporting human trafficking.
